Donna is the manager of Donna's Shop, just down the road from Murray's shack.  Donna is a no-nonsense kind of gal and she keeps everyone in Fish Gulch Harbour in check.

Shawn is the Mayor, town councilman, and resident banker of Fish Gulch Harbour.  When there is a problem, Shawn is the first person to know about it.

Cap'n Walter is in charge of everything on the water.  As the Harbour Master, nothing that floats on sea or on land gets past him.  If you take to a boat, you'll want to listen to Cap'n Walter.
